The ongoing conflict in Ukraine has led to the displacement of around one-fourth of its population, with 5.7 million people seeking refuge within Ukraine and across 34 European nations. In response, the Regional Refugee Coordination Forum implemented the Multi-Sector Needs Assessment (MSNA) survey in 2023, essential for the Inter-Agency Regional Response Plan. Conducted in Poland, Slovakia, Hungary, Czechia, Moldova, Romania, and Bulgaria, the MSNA methodically identifies vital needs in sectors like protection, health, education, shelter, livelihoods, and food security. Using a harmonized questionnaire, it provides comparable and actionable data, enabling humanitarian actors to strategically plan and implement effective interventions, and ensuring that resources are efficiently allocated to the most pressing needs of the displaced Ukrainian population.
